I know in Origins there was a +30% elemental damage bonus cap, +50% in Awakening. Is there some sort of similar cap in DA2?

I know that if there was one, it'd be much higher, considering Pyromancer+Elemental Mastery already gives a whopping +50% fire damage...

Not that I know of. That is, if the attack-speed cap is anything to go by, the hard cap is likely to be impossible to reach.

In terms of fire damage, i know it's possible to get +147% in the vanilla game (+black emporium), and with the newer dlc items (e.g. smite) you can probably reach even higher.

However keep in mind that increasing the same modifier will be less effective relatively when it gets too high. For example, increasing +%fire damage 10% when you have +100% already will you a 10% overall damage increase whereas at +50% you would get a 20% damage increase.

This means that it can be beneficial to pump other modifiers rather than focusing solely on one element.

The properties.gda says they cap at 1000. That's not necessarily definitive, but it seems likely enough.
