Importing from Witch Hunt better give it to me this time. Otherwise I am shoving the game aside and forgetting all about it, because hell will freeze over and thaw multitude of times before I replay Awakening and the other DLC again just to get that one quest and I am not finishing DA2 again without that quest.

Just take Nathaniel with you when you go to fight The Mother at the end of Awakening.

I don't have a save from before choosing my final Awakening party, and I won't replay anything from Origins.

It seems at one time in development the quests *weren't* mutually exclusive. If you do Fool's Gold, then use console commands to activate the Finding Nathaniel quest, one of the dwarves from Fool's Gold will show up during the quest saying how he decided to join the (Legion? Grey Wardens? I forget) to fight the darkspawn after what happened during Fool's Gold.
It's kind of unfortunate that you aren't allowed to have both.

Well, here's a better question. Does Fool's Gold even show up for you if you're going to get the Nathaniel quest in Act 3? Like, should I just entirely NOT do the quest if I get it to ensure I get Nathaniel's quest, or the fact that it shows up mean that Nathaniel's quest is bugged and/or locked away from me?
My initial thoughts on all of this are basically because of the flagged data errors with Vigil's Keep, that unless you defend it and/or have Nathaniel in your party at the end of the game DA2 just assumes they're all dead thus why most people don't get this quest despite their cries of "zomg, Nathaniel didn't die, etc."

If the dwarves show up you won't get Nate's quest.

Fool's Gold is not the only quest that does not show up. If you sided with Harrowmont in Origins you do not get the Last of his Line quest which makes sense. If you sided with Bhelen the quest will appear since the last of the Harrowmont line had to flee.
It is simply a way of showing some of the decisions in Origins and Awakening had an effect in DA2.

It has flags, just not in the current game/DLC. Maybe "Morrigan's Love Child" DLC will be the next DLC and play off a bunch of your Witch Hunt decisions. Never know. Or "Return to Armgarrak: Revenge of the Creepy Things!" will need your Golems playthrough/flag (although there really wasn't ANY decisions in that DLC.)
