It won't fail to run just because you have both Dx9 and Dx11, but without Dx9, you can forget trying, so don't interfere with the game's attempt to install Dx9.

It will run on a DirectX 11 generation graphics card, yes. You may need to make sure DirectX 9 is installed separately though.
