By "progress" you mean simply polishing and tweaking?
Bioware are pretty much done with ME3, they're just adding the finishing touches.
Which (regardless of whether you're actually corrrect or not) means the exact same thing as "They're not done."

As far as feedback goes, I can personally attest to the fact that forums/facebook/twitter are monitored and sentiment is reported (by me and other awesome people on our community team). Feedback is absolutely critical to game development, as I've said
here, and you should continue giving feedback in a civil and constructive manner with good intentions. No one's going to take someone seriously that spews hate and argumentative behavior. We have really exemplary community members here and I want you to know that we are in fact listening.
And to quote Ray from the OP article:
"You edit it continually. It's a living process to build a game and it's also a living experience to play through it. You're seeing the graphics, you're seeing the choices, you're seeing the characters.
