Does Kirkwall have an army?

I have played through this game nearly three times , but never once have I heard the characters mention anyting about Kirkwalls army. They don't seem to have any effect on the Acts either, as I don't remember seeing them fighting the Qunari, which is odd if there is an army, and they take no part in the Templar/Mage battle at the end of the game.

These events effect Kirkwall greatly, so it is a bit strange that the army of Kirkwall has no real say in what happens. The only idea I have of the strength of Kirkwalls army, if they have one, is from the way the Viscount seems to be terrified of everyone, seemingly having nothing to back him, but this is an assumption.

If they do exist, should they not atleast have some role in the war? This is the one point about the story that has always stood out as being unexplained.

So does Kirkwall have an army, or is it supposed to be incredibly weak?

Kirkwall has no real army, no. The closest thing is the city guard.

they probably conscript and unite with other city states when invaded

The Templars are Kirkwall's militia.

Meredith ran the city through Dumar first(you see that the very first time you set foot in the place), then pretty much elected herself as Viscount after he died.

As others have said the Templars and the City Watch/Guard are technically Kirkwall's army.

And I wouldn't underestimate them too much.

Both groups seem to have very well rounded soldiers (good equipment, good training, good discipline and etc.) and we haven't really seen how big Kirkwall is, the Circle and all of the Gallows itself probably has a couple hundred Templars.

Not as such. Just the city guard. Well trained, but not numerous enough to count as a proper army.

This is also one reason why Meredith has been able to rule the city with an iron first from years before Act 1 through Act 3. The nobles may not have liked having her in charge, but there was nothing they could do about it. If Kirkwall had had a proper army that answered to its civilian leadership, Meredith would never have been running that city.

If my memory serves me right, as far as i remember the only thing ever mentioned is that the Templar's are Kirkwall's largest army, not the only one.

I don't think anyone ever says there isn't a army.

I would guess that if they were under serious threat of war, they would hire mercenaries. Rich city states with limited manpower often did that.

@Knight of Dane, while nobody says there isn't an army, it's difficult to imagine there being an army separate from the city guard without it being mentioned during the Qunari invasion.

I'd assume that they handle most problems with the City Guard and Mercenaries but if they needed to they would create a militia from the populous

When he became its first ruling viscount he saw the need for an armed force of Kirkwallers that did more than simply patrol the streets. A force was needed, he said, to match the power of the templars and place the right to rule the city back in the hands of those who lived there. Thus the Kirkwall City Guard was formed in 7:60 Storm, an army that maintained order both inside the city as well as its environs and saw to the city’s defense in times of war.
