Why do Tali and Legion have the exact same starting powers?

Most squadmates, even when they're biotic or tech-oriented have a different set of powers. Why wasn't this the case with Tali and Legion? How come they both start with AI Hacking and the Drone? There's not much difference between the two before you gain their loyalty powers...

Can we have at least some more variation for ME3 please? Like Tali having incinerate, or Legion having disruptor ammo or something?

Please tell me I'm not the only one who didn't notice that until like the tenth playthrough.  My eyes popped out my head like a cartoon when I first noticed it seeing Tali and Legion standing next to each other.  Then I thought maybe we could gleam something of quarian appearance from the geth...  I think the only possibility might be the "skin" on Legion's arms and such.  I don't want to suggest quarian skin might be like that though.  ...  They'd need dental records to identify my body after the Talimancers got through with me.  :(

They have very different weapons (Legion's are better, with or without the Firepower Pack), and the Passives are different (Cerberus Leader > Asari Scientist > Geth Infiltrator > Every other Passive > Quarian Engineer). So they are still functionally very different squad mates.

Also lore-wise, Legion can't have Disruptor Ammo since Geth don't use ammo powers in general

Lore-wise, ammo powers don't even exist. Not like they're some sort of superpower intrinsic to an individual (the exception being Warp Ammo, but Warp Ammo is just plain silly.  Especially the squad version). They're the result of using alternate materials in a weapon's ammo block and/or modifying it to produce rounds with certain characteristics.

The fact that geth don't make use of them is a gameplay artifact, nothing more.  But really, they kinda do: the Geth Pulse Rifle fires phasic rounds, which if you'll recall, was an ammo mod in ME1.  Of course, there's the oddity that in ME2, only the Troopers actually use geth weaponry (and Legion, if you're so inclined).

Just noticed this. Ardat-Yakshi, Asari Justicar, Asari Scientist, and Subject Zero are all numerically identical.  Only the names and descriptions differ.

Lore-wise, ammo powers don't even exist...

I recall reading the description of the Geth Shotgun in ME1 saying that Geth don't use ammo mods common to the rest of the galaxy, which is why that weapon is incapable of using ammo mods in game. That's all. I should have said "ammo mods" instead of "ammo powers" in my previous post, but you know what I meant now.

True, but out of all those characters, only Asari Scientist has Warp, Singularity, or Stasis. Three immencely powerful Biotic powers made even more OP by a -25% cooldown reduction.

There is a reason why neither Thane nor Miranda's Passive has cooldown reduction, because a cooldown reduced squad Unstable Warp (Liara's Warp has 5.85 sec cooldown and insta-hits) is plain OP. On top of that she also has a 7.8 sec cooldown Stasis, and a 13 sec (almost the same as Garrus's Concussive Shot) cooldown Singularity (which also insta-hits).

Which is why Subject Zero < Asari Justicar < Asari Scientist, because fast Pull/Shockwave < fast Pull/Throw/Reave <<< fast Warp/Singularity/Stasis.

Which is also why Tali's Passive bonus to power duration is near useless, as squad Drone duration is irrelevant on Insanity, and Energy Drain has no duration.

Hahaha it would be pretty awesome if they became friends in ME3, like Legolas and Gimli in LotR competing for kills.

Perhaps because the devs were hoping to oust Tali. By giving Legion superior weapons and identical skills they make Tali redundant; fewer people use her, her popularity drops, and they can have her commit noble sacrifice for the Quarian people in ME3 without massive numbers of their customers attempting to sack their offices and murder their staff.

Or it could be a slightly less insane reason.
