i have a machine running windows xp
dual core at 2.80ghz
4 gigs of ram
ati radeon hd 4600 series 1 gig ram

with most recent direct x.

The game freezes every 10-12 seconds  for about 5 seconds at a time. Needlees to say this has ruined
gameplay. Is there any fix for this problem please let me know.Oh yeah my computer recently crashed. I had
to get a new hard drive(boot) drive and reinstall xp on it. I have been trying to rebuild the hard drive one program at a time. I reinstalled masseffect 2 on the new hard drive, and was able to save the character files from the old hard drive and move them to the new one. Could the fact that the game and the saved games have different directories
be causing this glitch? Please let me know if any one has any solutions/fixes.

GPU driver revision?
Game distribution version and patch level?
XP service pack level?

When you say most recent DirectX, do you mean the latest DirectX 9? DX10 and 11 aren't backwards compatible so try to install the DirectX 9 version on the disc (assuming you didn't get the digital version).
