What might be more tricky is that the module that you want to play at actually has to be constructed using Project Q.
There are other more "override" style paks you can use (which will have effect in all modules you play, more or less). I don't know much about it but one is called NWNCQ and can be found on the vault.

If you're gonna play on servers online you could choose such that use more custom and/or newer content...some are quite heavily modified and hopefully they have instructions on their respecitve site on how to get the files you need.
Remember this game is like 12 years old or something...

Those "embellishments" are not exactly easy to manage. But worth the shot.

the one you mentionned above, should provide you with the 3 OCs (for Official Campaigns) only specially rewritten with Project Q.
Otherwise, you won't be able to see anything from Project Q in any regular module, unless that very module has been specifically written with Project Q in its very author's mind.
Just like everyone here has been already saying.
That's the main difference between "haks" and "overrides":
- Project Q works the "hak" way, exclusively depending on the author of the module's decision to use it or not.
- *14) NWNCQ Project, by chico400 is "override" type, and should show in most of the modules you're playing... once properly installed in your override folder.

Alright, procede with extreme caution here, but it's quite easy.
Let's start with the OC only first.
The very first thing to do is to install the whole "Project Q hak" itself as specified on the Q Campaigns page:
(>>> Project Q v1.4)
Now, from that Q Campaigns page you already know of:
- Download that only link: OC_WithQ.7z
- Locate the folder called "nwn" within your NWN directory
- Make a (safely stored aside!) copy of that "nwn" folder.
- Move the 7 files you get from expending that OC_WithQ.7z file you just downloaded and move them into the "nwn" folder in your NWN directory
- Start playing the OC just as you usually do (>>> New >>> NWN Campaign), and you should soon see yourself playing the "OC with ProjectQ" one... since you just replaced the original regular OC (no-ProjectQ one), which is now safe in that "Original 'nwn' folder" back-up I have you made at step 3, to be kept as it is when you're going to repet the process with SoU and HotU, and also, as the smartest precaution, on that same Q Campaigns page, listed under OC_NMW_Achive.7z, just in case you ever want to revert to the former one.

I tested it and it works great. The new shields are available from one of the first merchants, although it's just one small and large shield, things are there.
Also note, you cannot load a save game. If you were in Chapter 2 when you installed the haks and downloaded the modified campaign, you have to start at the beginning of the Prelude to see any new changes.
Not sure what else you're expecting. ProjectQ does not alter how characters look, or update the entire game to new and improved graphics - it only adds changes to specific things - a few monsters here, a few items there. Unless the group of ProjectQ went through each area of each chapter and placed down new placeables, spruced up the areas with their new tilesets, updated NPC portraits with the new ones, you won't see much difference.
Much of what you will see are original bioware textures changed, like the screen provided of the new boxes or chests, monster textures, etc. A sure way to see if ProjectQ is working for you is to simply check your crafting options. A conversation will fire allowing you to change to specific fighting style animations, which you can select. This is a ProjectQ addition and if you have it, you're ready to move forward on the grand adventure for fortune and fame that is Neverwinter Nights! *trumpets blasting*
ProjectQ is really for builders, who can create modules with this new content - making a full overhaul of the official NWN campaign is a lot of work. If you want something that is quick and immediate, NWNCQ (NWNCQ_override_extended_by_chico400.rar) is your answer but will only change the textures of the tilesets and nothing more.

The only easy other "override" add-on I could think of to enhance the beauty of the game, beside NWNCQ Project, by chico400, is
* 3) PC Customizer, in game : Customize Character, by Kamiryn
(For your PC only)
Unless you're ready to install everything from my list.

There is no hak, no override that will change the full dynamics of NWN graphics.
If you want updated graphics, NWN2 is your best bet.

If you're seeing low res textures in NWN, it could be that your NWN configuration is not set to use
(64 Mb or higher) Texture Pack OR you could have some settings that are wrong in the NVidia control
panel specific to NWN.
You should look in to this.
