It doesn't remove the story. It doesn't remove the dialogue. It simply turns conversations into cutscenes.
Which means you have to design the game while considering a subgroup of players who no longer makes choices. This then means that there is one correct path through the game, you cannot give this group just the "Average ending", they'll riot.
Given DA2 and ME2's path was primarily "You can hear your character say something nice, or hear him say something mean, but either way you get the exact same effect from the dialogue", we can reasonably infer that choice and consequence will not be present in ME3.
Personally, I'd be willing to bet real money that ME3 ends up on the list of "Worst mistakes in gaming ever", quite possibly taking the number 1 spot.
Because I *really* don't see completely removing the RPG from an RPG as not being flamed to heck.
