So, I've had work to do, and as I said I've been distracted by things like SoZ, so I'll let you know when some more significant progress is made, but so far I've done a couple of things worth mentioning.
I've updated the feats to SoZ. You can now actually get Leadership, which provides more peasants. Spirit Folk get Fey Heritage as a bonus feat, which is not technically by PnP, but they have less than they do in PnP and some of what they do have is less useful in NWN2 so I didn't want them to end up as more Half-Elves. I may actually give Half-Elves Skilled (i.e. extra skill points like Humans), something which I saw suggested for PnP games I think.
I've done a little bit of work on creating areas and NPCs (including some convos). Nothing too exciting so far, though I have started to script up lights and things so they come on at different times, etc. I'm having some weird interior shadow issues which I still need to fix, though.
A few basic early and recurring quests are in the works too, including what should probably be called Tax Collection but I call Beating Up Peasants. Also there will be things like hunting down bandits and so forth for those who want to take a hands-on approach to running their province. The plan is to give the player one or two unique quests (possibly randomised, with the others coming later) such as the Rogue Sorceress quest before sending them off to a big gathering of nobles which will act as something of a nexus point for the story.

As a noble, you can do what you want. So long as it's permitted by those higher than you, socially acceptable, and doesn't break the plot.
Unfortunately there have been one or two surprising incidents, like SoZ breaking the mode bar (though it wasn't finished anyway). Now that I've got Nytir's Oriental BCK installed I can make some great buildings like the one in the uppermost shot, but it's made building areas even slower so things might take longer than I'd hoped. Further, I've realised that the lack of a concrete storyline is a bit of an issue, so I've spent much of the recent few days ruminating on that.
On the upside, I'm gradually getting things updated to SoZ and starting to tidy up all those half-finished bits of scripting and whatnot that are the most part of my ~2 years work on this thing. I'm also trying to force myself not to add too much new stuff, though cursed items, readable books and languages are all fighting to make the cut.
I still need to fix up all the classes (partway there, but the Cleric in particular is going to need some work) and races (mostly tidying and bugfixing here), to build the rest of the areas and make them nice and to finish off or go over all the systems like crafting and most notably the Noble House system (things like crafting could wait, I guess). Oh, I suppose I also need to write almost all of the story and quests and things, but that's pretty incidental to be honest.
Rest assured though that they'll include plenty of chances to look down on people (whether metaphorically, or because they're lying dead in a pool of justly-deserved blood at your feet).
One of my favourite quotes:
"There are no mitigating circumstances when rebelling against a sovereign lord"

Well I've been doing other things over the holidays, and have barely even opened the toolset. I have made a few more tweaks to the Noble house system, and redone the proficiency feats so now the classes should all be proficient with the correct weapons (monks with sai, tonfa and cesti, rogues with punching daggers and wakizashi, samurai with simple and martial plus katana and wakizashi, ninja with rogue weapons plus shuriken, kama, sai and tonfa, and the naginata is a martial weapon). I hope to do a bit more work on the crafting system and suchlike soon, though really that should be of a lower priority.
