Well, for roleplaying reasons I decided to go for the friendship romance with Fenris. Well, I'm in a bit of a pickle, and I'm hoping there is some DA2 cheat/hack that allows me to gain frienship points with Fenris so I can trigger the questioning beliefs quest. If I do a Bitter Pill I'll obviously get it, but I won't start the romance during the time he comes back in the Mansion. Hopefully there is a solution to this via cheating. I can't do quests since I've pretty much done most of them. I'll have to reload into HOURS of gameplay just to get that quest triggered... -.- xD

Yeah... sounds like you're in my boat for a lot of stuff, I think you have to decide early on whether to be Friendship or Rivalry and just sort of gear them towards that direction as much as possible. I'd be surprised if you couldn't "toggle" the quest with the consol somewhere/somehow.

You do not say how much further you have to get on the friendship scale - you only have to be around 50% along to get the romance to trigger. Nor is it essential to trigger the romance when you return to the mansion as he can leave and then return later on when you do reach the required point on the scale (this happened to me my first run through). However, there are a lot of extra points that you can gain during Bitter Pill if you make the right dialogue choices. Also have you given him the Book of Shartan? If not, that may also give you the required extra points - you can find it at night in the Alienage.
Please bear in mind that the Fenris romance is notoriously difficult and if you have slept with anyone else and not instantly broken it off, then you will not get the romance to continue even though you still get the heart dialogue options.

I'm roleplaying, and her eyes are on Fenris. I can say that I'm pretty close to the 50% mark, and that's whats so annoying. I haven't slept with anybody else, and I really want this Romance to kick in for Act 2 so I can do legacy during Act 2 :-)

Well I found my answer. Turns out I was 5 points away (that close) I did Merril's mirror quest and refused her the dagger (she's a silly prat anyway. I don't know why I like her, but she's so freaking stupid at times. And even when I'm nice to her I STILL get rivalry points.) I got 5 points from Fenris and SUCSESS! Now I all I need to do is learn how to spell sucsess

There won't be any romance banter in Legacy with Fenris (unless they finally fixed that bug)

It is unfortunate that you don't get any romance related conversation. However, you do get a conversation with Fenris about your father depending on who you take down with you. If you have either Carver or Bethany, then they will talk to you about father and if you have Anders, he would appear to take precedent over Fenris even if Fenris is your romance. My first Legacy run through I took Fenris (not romanced), Sebastian (romanced) and Averline and it was Fenris who talked with me about my father. Next run through I took Fenris (romanced), Anders (not romanced) and Sebastian and Anders was the one who spoke to me.
However that was late in Act 3. I believe if you do it between starting the romance and consolidating it in Act 3, you are meant to get some sort of reference to it but I have always done it towards the end of Act 3 or at the end so far, so I haven't got any reference to it. Mind you, you don't get a great deal with anyone else as your romance unless specific people are with you - so sibling will mention about Sebastian romance but no one else does.

im so anoyed, im on my second playthrough and wanted to have the romance with fenris, i slept with isabella but told her it was just for fun and since i still got the romance options for fenris in act 2 i thought it would kick in but no! and now im in act 3 and i have no romance. i like having the romance it adds more to the game 4 me! the 1st time i slept with isabella and ended up still being able to have a full romance with anders! i guess every companion really is diffrent!

Apparently, if you sleep with Isabela, you have to sleep with either Merrill or Anders (and break up with them) before you can romance Fenris. I think, anyway. Doesn't make a ton of sense. Maybe I'm misremembering?

Have you given him the book of shartan yet? If you give him that before you get ambushed by the hunters and bring him into the fade and tell the demon to stuff it, then you usally have points enough to trigger the QB before that.
