Even if the official timeline doesn't give her enough time to grow that much hair, I don't see it as being much of an issue. There probably won't be a single character in game that will mention how much time has passed since Arrival.  In that case the player can just create head canon where 6 to 8 months have passed instead of 2.

Really though I would think that Jack has grown a bit over the years, Perhaps growing out her hair and not showing off her tats is a sign she's matured and put her old life behind her. That drawing looks rather rough and I doubt that is what she'll really look like in ME3. Not unless there's a 80's revival party at the Eternity bar and she's dressed to impress.

I like her bald head, bald gals are hot. All in all though I think her looks should signify how she's changed. Probably still a bad ass, but a bit more mature bad ass. Now that I think about it, it would be super cool if we find out she's come under the guidance of Samara. Can you imagine those two together?

Pants are a structural weakness. Jack does not use them.

Jack's design takes cues from the Riot Girl aesthetic. Tank Girl is like, the epitome of that, so no wonder.
