I have Mass Effect 2 via steam, but purchased my dlc through bioware.com (I also have the free cerberus network dlc). I need to reinstall my computer. I am wondering... do I need to deactivate/uninstall the dlc in some way so I can use it when I reinstall?

No. DLC is tied to your account, once its registered, you can download and install as often as you like.
