I am having trouble with the upgrade system. I can't perform many upgrades because it requires certain level 1 of some other upgrade and I have already level 2 for that upgrade. It won't let me do the upgrade, having all resources required. Am I missing something?
For example, lets say I go to the investigation terminal and I see "Emergency Shield" upgrade greyed out under the armor category. It requires 25000 Platinum and I have 94853. It also requires level 1 of "medigel capacity" upgrade, but I already have level 2 of that upgrade. So I don't understand why it is greyed out and I can't perform "Emergency Shield" upgrade. Any ideas?

No bug, that message for Emergency Shield upgrades indicates you need one more medi-gel upgrade to unlock it. You actually need 3 medi-gel upgrades to unlock the emergency shield upgrade, not 1.
