One major problem I think I found was how a lot of the 'lesser' species don't even have embassies. So it looks like you have to have a big degree of importance in general just to get that far in the current Citadel government. In order to be a part of the council, it also appears that you have to be military capable since the Volus still only have an embassy after being apart of the council for almost the same amount of time as the Asari and Salarians while working the economy.

Wouldn't the first thing be to determine what the Council actually does?

I mean, we know that it determines galactic law but it has no influence over local government laws (see the Batarians) which I'm not sure is exactly a BAD thing given how said laws affect ALL people.

The salarians open an unexplored relay - EVERYONE pays the price.
The salarians uplift the krogans - EVERYONE pays the price.

You can say the same thing with the Geth. A lot of people hate that the Citadel restricts AI develpment (only 4 companies are licensed) but given the galaxy wide effect rampant AIs can cause, its hard to argue that what species X does with AIs doesn't affect everybody else.

Given the miraculous achievement of keeping peace for 1200 years, fiddling too much isn't necessarily a good thing.

I think the system as it exists is very much grounded in practical realities. The system needs to acknowledge the power of the 3 old Council powers, because it needs the support of all 3 for it to have any reality to it. And Humanity's support while not necessarily vital immediately, probably will be soon.

Maybe creating a more broadly representative body for the more routine matters of regulating intergalactic commerce and law, while reserving matters of galactic security to the Council might work.

Between different species, the council doesn't really get involved as shown with the Quarians and the Geth as well as humans and Batarians.  The council really only gets involved with wars when it gets involved on a galactic level.  The only reason the council intervened with the first contact war was because humanity could've actually done a lot of damage to the Turians, and they saw more profitability from trying to integrate them.

There's certainly been no Great Power wars in 12 centuries.  We've no indication of any real wars apart from the Quarian-Geth conflict.

Compare that to Earth's last 12 centuries.  Hell, compare it to the internal history of any nation.

Exactly what "horrible" things has the Council actually done?

Other than the restriction on AI (and again, its not an outright ban), the Citadel government pretty much leaves every nation to its own devices.

The citadel deals with settling colonization disputes as an impartial body, not sure that can be seen as evil?

It also enforces the laws regarding Prothean tech (no company can hoard such relics - not sure if that extends to governments)

Maybe not helping the quarrians more is the only one I got as an example of a "horrible/evil" tactic.

The existing government in Mass Effect isn't perfect, like previous users stated. But it does keep the peace in Council. The only thing that the Council isn't good at keeping the peace with is Cerberus. Those pro-human ****s hate the Council. If you don't like it, head to the Terminus systems and join Cerberus

Said alien council sided with the humans with regard to colonization of the Skyllian verge.even though the batarians had been there decades before...Honestly, it looked like a naked land grab by the Terrans in colonizing the Verge since all the other races seemed to have an understanding of leaving the verge to the Batarians...

Yea can people stop trying to 'spoil via the back door'. Those of us who can actually control ourselves and not go read some unfinished plot, don't want to hear whether Renegades could be screwed or not... I really doubt Bioware would make it impossible for complete Renegades to get a 'good' ending so even if you haven't read about it doesn't make it so. If you turn out to be completely right when the game is released go ahead gloat, I personally won't give two flying fu*ks but still the option is there. Until then try to keep yourselves busy in ways that don't involve spoiling our future experience of the story.

Anyway to OP.

Meh I don't really like the Council. They have their uses I suppose but if I can take it down and looks like a good guy I might do. Maybe a "WORKING" version of the European Union where everyone has a say just with less meddling in Nations affairs.
