Have you tried going into the add/remove programs in windows and un-installing BG2? And what have you done exactly when you deleted it?

The problem will be that the entries in your register are still there. When you put the disk in it detects this and therefore does not offer you the chance to install. You could delete those entries, but if you don't want to mess with the register the easiest thing to do is open up the disk contents in windows explorer and click on Setup (application). This bypasses the autoplay screen and goes straight into installation.

Have you tried right-clicking the disc and choosing the set-up icon from the disc itself?

If you want to remove something from your computer, try CCcleaner.

Have you restarted your machine after going into the registry with regedit and deleting the BG2 entry?

If the setup application on the disk is not working it sounds like the disc itself is damaged. Perhaps you need to bite the bullet and get the game from GOG. Their version comes ready patched and has no DRM, i.e. you don't need a disk in the drive. My disks still work, but I decided it was worth $10 for the extra convenience.
