*NOTE* : This occurred for me after the Landsmeet before I went to Fort Redcliffe from Denerim.

I noticed today when I was going around the world map, there was a slight edge above the Fort Redcliffe town icon.  Oddly enough, I could click on the obscured one and then I could go to Redcliffe without triggering the defense against Darkspawn.  Funny eh?
