The problem with that assumption is that Spanish and Hispanic people aren't the only ones with tan skin. Many of the people liiving in Southern Europe, such as Greeks, Southern Italians, Mediterranean French, and some Baltic peoples also often have dark hair and eyes, and tan or olive skin tones. So do many Israelis and other Middle-Easterners, like Armenians, Turks, Arabs & Persians.
If Ashley has a mixed ethnic background she could just as easily have ancestors from one or more of the above listed groups. She could also just be entirely or mostly Welsh. The surname Williams can be either English or Welsh in origin, and the Welsh people are known for often having a darker appearance than the English. The ancient Romans described the Celtic ancestors of the Welsh as being dark-haired and swarthy. Think Welshmen can't sometimes pass for Spanish or Hispanic people?
