I once heard there was a bug that lets one do each1st tasks for both Bhelen and Harrowmont.
Is this true and if so how?
Is there a way to do both 1st tasks at Orzammar?

It is possible to accept the first task from both Harrowmont and Bhelen. Talk to Vartag and Dulin to start the tasks, but do not disclose to either that you are playing both sides.

It's not really a bug, at least it doesn't seem so to me, you just change sides after the first quest
