In Elderscrolls dwarves are a type of elf. Therefore she is both.
The dwemer as they are called have more resembles with the protheans in ME I think,
Like the protheans, the dwemer where the most technological advancend race in the elder scrolls that mysteriously dissapeared a very long time ago.
Even now hunders maybe thousands of years afther they dissepeared the other races haven't caught up technological.
They also left their belongins and cities behind that where later colonised and used by other races.
They both where also rather cruel as someone who read the spoilers would surely understand
