If that's the case and the script is significantly older than the date of the leak (perhaps even older than the beta's build), then the majority of these changes will have already happened prior to the leak. Anything they change now is probably editing and minor line changes.

Of course if Bioware was in fact telling the truth and the script is in fact out dated then they could've been making changes this entire time. If not I'd be perfectly fine with ME3 being the new Half Life 3...Mesina2 wrote...

the interview makes bioware look bad, no matter what basically.....he says they changed the script and may do so further, but he also says that a small percentage probably read the leak....so they are changing based on an even smaller group, that didn't like the script.....he's either lying or stupid, which is worse?

You always manage to misrepresent my point. I know they can include extra content, they can even write a new bloody character if they want. What they can not do is make MASSIVE changes to the script. They've been developing on the basis of the leaks and damned if they're going to change it 3 months prior.
And even if I grant your premise that its an early development script. Then the changes are ambigious to us, and would have no relation to what the fans want.

The classic example is 'Hey, let's make the ending of Mass Effect 2 a suicide mission where all your henchmen can possibly die, and Shepard can even die!' Oh right... and then we're gonna do another game after that. What the hell are we gonna do with all those guys?"

I doubt anybody here thinks that the final product will be completely changed from the leaked script, so your assumption is inappropriate.

If this whole Citadel content is just another side mission (and it could very well be) then they don't need to rewrite much that will take a massive chunk out of their time.
