Just look at that army they're building, however they're doing it. If that were a base-only occurrence, that would make a fine consequence. With one Big Decision, Cerberus gains the War Assets of a small species.
It's not like the Base itself wouldn't justify a lot of Cerberus power. Occuli production facilities for automated Cerberus-fighters. Bio-weapons like the Omega Plague. Collector energy weapons to arm their troops. The direct control Collector cybernetics to strengthen/control troops. Not enough to take over the galaxy, but at least it would have helped justify being formidable in their own right.
I'll be one of the loudest to agree that Cerberus getting the tech no matter what works about as well as their total antagonist role.

I'm not; is it so hard to believe? This is supposedly a hyper intelligent ancient race. To win a game of chess you have to predict your opponents moves. Think about it; the reapers have potentially millions of ships out there.
They send one, just one single ship into the galaxy to stur things up, and they know someone, or a group of people would want to stop it. Maybe they don't know exactly what the galaxy is fully capable of at that point, and they wanted to secure their success by "losing", and securing their victory in this way.
The reapers obviously don't value organic life; its very possible Sovreign was just a pawn to be used in this situation. The opponently eagerly takes out the pawn in the way they wanted, and the rest of the pieces take over the board.

Especially with that insinuation of how they'd understand and have defenses for their own technology, but would be ignorant and lack defenses against technology hundreds of years more primitive... despite having a Vanguard and an entire race of tech-matching/predicting Collectors to monitor and study all current state-of-the-art technology, and the fact that their trap was meant to catch us with the technology we have now.
There are some people who, if you paint path to a target on the ground, won't step off the target even when they realized you painted the path leading to it.

1. Why stir things up when they can launch a surprise attack that destroys galactic government and gives the Reapers control of the Relay systems?
2. The Reapers know exactly how advanced the galaxy is, because that is an integral part of Sovereign's task. Sovereign wakes up from hibernation periodically to assess the state of the galaxy, and then opens the Citadel Relay when it feels it is time to begin the harvesting.
3. It makes no sense for the Reapers to 'plant' their own advanced technology amongst the races of the galaxy. Either the Reapers will face a galaxy with (relatively) primitive weaponry, which is far inferior to Reaper weaponry, or the Reapers will face a galaxy with Reaper weaponry. Out of the two, which option will the hyper intelligent ancient race choose?

1. Why not? Nothing is assured. Why not try to tip the scales in your favor? Also a surprise attack might not be enough, the people can still react to that scenario even if they're caught off guard. Besides I think its a better tactic to "lose" some of your technology especially if its tech that can be easily countered by yourself.
Imagine they're in battle using Reaper tech; all of a sudden COMS go down, guns blow up, shields stop working, cloaks disipate, AI turn on you. All because of a simple button the Reapers pressed.
2. To asses the state of the Galaxy.

3. Yes it does make sense, especially if they can easily counteract it. Look at how many people chose to take the Reaper tech. Most people would be extremely tempted to take that huge piece of shiney "super duper" technology that folds your laundry, AND does your taxes. Hell I was tempted.
Its a good move for them, especially if they're assuming the races they're going to try, and wipe out was premitive in comparison to them.

No, I hate Cerberus for trying to justify sacrificing colonies and attacking fleets for no good reason whatsoever with the incredibly lame excuse that it was for humanity's best interests. Or what they think is for the best of humanity.

1. Nothing is assured? Please, the Reapers know that if there entire fleet of thousands pops in out of the blue, they can take the Citadel, and from there, the galaxy is doomed. One ship almost managed it. I doubt they were worried about being surprised.
2. I have no idea what your argument here was, and this is the argument that totally deflates your theory. Sovereign isn't stupid and wasn't going off of hunches and assumptions. It was constantly monitoring organics and knew exactly what they were capable of.
You just chose the word 'estimate' from that definition (which you did not cite) because to use the first word, 'evaluate', would destroy your theory.
3. It's easier to counteract a Disruptor Torpedo than a Thanix Cannon. It's easier to shut down a ships communications if a Reaper-based AI is not on board defending it.
Salvaged Reaper tech from Sovereign has only provided good things for the galaxy; Thanix Cannons and EDI. The Thanix Cannon, which destroyed the Collector Cruiser in two shots, is now spread all throughout the Turian military (and likely other militaries). EDI played an integral role in defeating the Collectors on several occassions.
