Nah that ain't happening. It's against military grooming regs. The most you'll get is a fade or a buzz cut.

Military grooming regs in this century. Today we are not suppose to have beards, 5 o'clock shadows, goatees, basically any facial hair that is not a neatly trimmed mustache.

So yeah the Alliance doesn't seem to care too much about that.

Especially when you're too busy fighting an All-Out Galactic War™. When you think about it though, there's really only two requirements to hairstyles in ME3 that I can see: You have to be able to fit a helmet over it, and you have to be able to aim down a rifle sight without the hair getting in the way.

The buzzcuts and baldness and that one ugly style just...no. The only style I find useable makes him look like he threw a gallon of grease in there.

Clearly you haven't seen artificial Afros made of special fillaments with a negative refractive index.  Fro pick needs to be cloaked though.

I should also add that my polynesian wife gets quite a fro going, and if it were included, I'd have to make VelvetNecrology (real name protected, for obvious reasons) Shep.

It is too late for good custom hairstyles for me. I've been so unhappy with the CC choices that I've been using the default since the beginning. But new Sheploo hair would be hawt.
