An introduction for those who haven't played Mass Effect and a reminder for those who have

From Mass Effect wiki

Armistan Banes is a human and something of a mystery figure. His name arises when a krogan blackmailer, hoping to extort medical supplies from Dr. Chloe Michel, claims to be acting on his behalf. According to Dr. Michel, she and Banes had previously worked together, though they have not been in contact for many years: as far as she is aware, Banes was contracted by the Alliance military for some research in the Attican Traverse. A squad member suggests that Commander Shepard try asking Captain Anderson about him.If asked, Anderson is surprised at the question: he asks where Shepard heard Banes' name, only to change his mind and decide that he does not want to know. According to Anderson, Banes is dead, and has been for some time, though this is not common knowledge. His corpse was found on a ship that had been left adrift in the Sparta system, but beyond that, Anderson cannot tell Shepard more. He points the Commander in the direction of Rear Admiral Kahoku, as Kahoku's crew found Banes' body. Shepard can speak to Kahoku regarding Banes, only to discover that the marines who found the body are now missing.

Little else is known about Banes, but given the "classified project" Anderson mentions, and the fate of Kahoku's marines, he may have been involved in a project sponsored by Cerberus. In order to complete that short chase of leads on Armistan Banes, Citadel: Doctor Michel must be completed before UNC: Missing Marines, as after Missing Marines, Rear Admiral Kahoku will no longer be present on the Citadel and the lead will end with Captain Anderson.

Back in the day the prevailing theory was that he was in fact the Illusive Man. That was debunked by Mass Effect: Evolution which covers the origins of the Illusive Man and the early days of Cerberus. Since then the conspiracy has been dropped.

So who is this bastard? Is he alive? What are his connections to Cerberus and the Alliance Navy? Is he Miranda's father? Is he really Blasto the Jellyfish? Will we ever find out?

I thought he was indeed the Cerberus agent who was eliminated as witness of some shady experiment - or as agent close to compromising (Anderson knows something, maybe connection with Cerberus popped up?). Poor guys never learn.

This explains how Cerberus got his data (searched the corpse/notes), why dead Banes blackmails Dr. Michelle (that's not him, that's Cerberus agents).

Here's my theory: Cerberus were interested in having a skilled doctor
familiar with the military for
various projects and made Banes an offer. After leaving the
Alliance to join Cerberus, Cerberus would create a false body
(presumably a clone,
knowing how Cerberus operate) and plant it, faking Banes' own death,
putting an end to any suspicion, particularly from the Alliance.

After Kahoku's marines were
investigating the 'death site' where they originally stumbled across his
supposed dead body, Cerberus most likely panicked that the Alliance
would soon find out that Banes' death was indeed faked, drawing much
unwanted heat between the Alliance and Cerberus, finally leading
them to cutting all ties between Banes' death and the Alliance,
ultimately by sending the marines that discovered the false body to
their doom.

Following Shepard's discovery on Edolus and informing Kahoku that the
incident was set up, the Rear Admiral, with
information provided by the Shadow Broker, would discover that Cerberus
was behind the death of his Marines. Knowing what was at risk, Cerberus
would hunt him down across the galaxy before word of Cerberus got out to
the Alliance. Reports claim he died of 'natural causes', most likely
for the safety of his family; a wife and three children.

I hope they have something about this in 3, after following the quest line I wikia'd it to find out how I finish it, it seemed so left up in the air and surely I could scan sparta and find a ship floating about but theres nothing.
I doubt he actually is working under Cerberus with the Alliances knowlegde because they simply wouldn't acknowlegde any connection between them to begin with, not that I don't think anything Cerberus is involved in is under alliance orders just that it'd work more like Jacobs secret team which they'd simply disavow any knowlegde or connection and no one outside of those actually involved would know they are working as part of the alliance (ie Anderson/Kahoku) anyone inside would never admit to it and give a lead to a connection.
Still it seems more likely that anything following that story like a lead to the ship after Kahokus death was left out due to time restraints and short of his research being related to reapers (starting prior to any really knowlegde gained unless three wants to further imply others have sort of known about it prior to the beacon on EP) would probally just seem too frivilous in three, I doubt someones testimony against Cerberus is going to matter post 3 if he was involved with them somehow.

The only reason Banes was originally in the game was to point you to UNC: Missing Marines, which would lead you into the Kahoku/Cerberus questline. But they made it such that you could talk to Kahoku without going to Anderson first, so the whole Banes rigmarole became completely pointless.

Always felt like Banes was a relic of a shelved questline that didn't make it into the final game. He could just be a Gavin Archer or Amanda Kenson level character whose bonus content was dropped.

What puzzles me is why Banes -- and through him, Cerberus -- would desire a trivial supply of medicine from a tiny clinic on the Citadel.

I'm resurrecting this thread because before ME3 I remember reading an interview with MR H.

where he said that in ME3 they were bringing back a side quest that would take place on the Citadel, and revolved around a person who has been a mystery and subject of debate by many fans. This side quest was gonna be in ME2 but they shelved it for some reason or another, but He was happy to say that it would be in ME3.
