Remember that the destruction of the Protheans took centuries, and they were taken by surprise with the Citadel lost immediately.
And Bioware games are known for their character interactions and romances - if you don't like them in the third one, it's easy to just say 'the mission comes first' when the dialogue options pop up.

Just saying, there is always down time. No person can be on constant guard. That said, yes I invoked Godwin's Law in a thread about lovemaking during an alien invasion. And it made sense to do so, so don't go being mad, internet.

Being reminded of love in times of war is a necessity. Our heroes are not killing machines but humans. Here's an excerpt of a fanfic dialogue I wrote for my Shepard and Miranda that may illustrate this:
Shepard: Don't you think there's some knowledge better left alone?
Miranda: No. Not even in the face of....all this. What have you been fighting for after all? Wasn't it the knowledge we need to survive?
Shepard: And for you.
Miranda (exasperated smile): Don't be absurd. You'd have done fine without me.
Shepard: Duty and obligation are dry masters. I don't know if I could've done all this without knowing you were out there, somewhere. Didn't even matter if I was never to see you again. Just knowing was enough.
Miranda: You're a hopeless romantic, Commander.
Shepard (grins): Someone has to be, Ms. Lawson.

It's not hard OP.
Now it is annoying as hell to have to turn people down in the first place and BW really needs to work on that. But it's not difficult.
