Jack is by lore the most powerful Human Biotic alive. Asari Biotics are said to be powerful, but not completely above that of the aliens. Many Asari choose not to use/train in their Biotics.

Jack has been trained/enhanced since birth, and the results of the experiments on her were even more successful than the researchers had anticipated. The research objective of Teltin Facility was to create a Human Biotic comparable to Asari Matriarchs. Jack had apparently exceeded that objective.

Clarification: By "Matriarch level" I mean there are plenty of Asari Matriarchs with comparable power level to Jack/Liara. I do not mean that Jack/Liara are as powerful as the *most powerful* Asari Matriarchs, such as Benezia. Given that the Asari has the largest population in the galaxy and one third of them are Matriarchs, it is safe to assume that Matriarchs have a wide range of power levels.

Jack is impressive for a human, Samara may not be impressive for an asari. This isn't conclusive.

Asari biotics on average are stronger than human biotics. They also don't need amps to use their powers effectively. Jack still does. Hence she is strong, but not necessarily asari strong and definitely not matriarch strong. Finally matriarch isn't necessarily a power level. The asari may gain in wisdom and experience but not necessarily in ability. This accounts for your edit on different matriarchs.
