I picked up the scroll in sundermount, but nothing spawned to drop bloom
how to get bloom?

It doesn't spawn right there, you have to go up the mountain a bit to find the demons.

I didn't kill them and left if they did spawn. If i go back will they still be there?

yeah they should be there. the half-dead darkspawn etc i didn't kill off in my low level playthrough remained there the whole act (with same amounts of health as well).

should i use bloom or sword of mercy? Same thing but mercy i physical.. are there many cold resistant enemies

Let's just say that:
Decent 2hander Warrior+Bloom vs High Dragon = Facewipe
