No, I'm with you there.
Compare the dialogue in those final romance scenes from ME1 and ME2. ME1's romance scene has a LOT more buildup and substance in terms of character interaction; ME2, not nearly as much. On the other hand, ME2 had romance scenes that were more unique to each LI, and even though those were shorter and shallower than ME1's in comparison, I think they were each more emotional in terms of character development (Jack's, Thane's and Garrus' in particular).
I think that, in terms of pacing and buildup/substance, they should be on-par with ME1, but in terms of raw character emotion and individuality, they should be on par with ME2.

I think more than anything it's because you have aliens in ME2. Yes Liara is an alien but they use the human body model. Developing the models and implementing them/animating them in a way that made sense and wasn't weird probably works better. Miranda and Jacob for example sort of undress a little bit.

Then you could kiss him whenever you wanted. The romance continued beyond the sex scene.
It was all very romantic. This is what I hope the romance subplots will be like in ME3. We'll see soon, huh?
