When I go to create a new game i have the option to play as Shadows of Amn or Throne of Bhaal. Which one of these will give me the whole game from start to finish?

Starting BG2 with SoA is the only way to go. If you have ToB installed while playing SoA, you'll transition from SoA into ToB at the appropriate time (and have access to Watcher's Keep throughout).

For the whole game you need bg1 (you start in candle keep as a L1 peon) then the totsc expansion adds some optional content... most places sell these two together; GoG link = http://www.gog.com/e...e_original_saga

I have years ago finished BG1 and want to get through the half of BG2 that I have not yet seen. (Then I think I'll move over to Icewind Dale.)
For now, however, can you please link a good wiki? One that will help me see the mechanics of the game. ie do Sorcerors use int or cha for casting?

The manual actually contains lots of information on the game and should be included on the DVD (if you have a recent "version" of the game) as a PDF.
You should also install the official fixpack (if not already installed by your "version" of the game), and perhaps also the G3 Fixpack (google it). There are a lot of game-breaking bugs that are not fixed by the official fixpack, so I'd really recommend the latest G3 Fixpack as well.
There is a reasonably good wiki at playithardcore (there are also a few other similar pages on classes, races, etc.). Some of it is a little wrong in places, but it's mostly good.

A little more advice needed. I tried to get a recent patch from the site Sorcerer's Place but now i cannot get back in there with an error trying to connect. Can you please link for me where to go and in what order. Are any of the fixes you recommend official releases?

First you'll need to look into what version of the game you have: the downloadable GOG-version comes already patched, the 4-in-1 box set is unpatched as are most if not all disc-versions.
The BG2Fixpack form Gibberlngs3 is not official, but highly recommended. A lot of bugs are fixed that weren't taken care of by the official patches, but have been discovered since they came out.
It seems Sorceror's Place is temporarily down. Just have some patience or go to Chosen of Mystra, they have the patches as well.

If you have the GoG version of the game then DON'T PATCH IT! Any thing else needs a patch BEFORE adding any mods but there is more than one type and you haven't told us want game you have eg. the 3 disc set (US) or the multi-national... you have to match them up or just forget it.

Sorceror's Place is back up again. This announcement was found in their Headlines section:
"Due to some unforeseen web server problems we were down for a hours - sorry about that. Normally when something like this comes up the server automatically restarts but this time the error was such that it required manual correction, which took a bit more time."
