Is there any way to do the whole "equip any armor on anyone" glitch found in the 360 version of ME1 on the PC version; if not via a glitch outright then maybe by editing an INI file, perhaps?

I found a way to equip your character with a heavy armor regardless of class. Unfortunately, it's not permanent. If you re-load the saved game it will go back to the armor your character was wearing prior the modification.
* also adding the armor to your inventory adds all variation of the armor from IV to X - Light Medium and Heavy for all the races it applies to. So you have the option of selling the items or converting them to omnigel.
First you would need to enable the in-game console by following the instruction on this link:

Once the In-Game Console is enabled you can use the following command to equip the armor you want to your character:
Example: GiveAllArmor Manf_HK_Armor_Ursa
The link I provided has also a list of commands and items you can use...
Disclaimer: The modifications are not permanent so you might need to repeat the process once you load a saved game.

Scratch that. It's not temporary. It's permanent... (I just found this out today so I'm still checking if there would be problems.)
This only works for Shepard though... I haven't found a way to equip the other characters. If you remove the heavy armor you will not be able to wear it again unless you re-do the cheat...
