Everything from Red Alert 3 was on a downhill trend. When EA first got hold of the franchise they released Red Alert 2 and Generals, two of my favourite ever games (each of which also had an expansion that was, imo, better than the actual game), but they've been going downhill ever since. Here's hoping that if its true, Bioware can redeem the franchise and bring it back to its former glory.
I'm still hoping for a Generals 2 one day, but hopefully Alliances can fill that void.
BioWare barely has anything to do with it. It's made by Victory games, a studio that EA recently split from EA Los Angeles and it was EA Los Angeles making those C&C games. So it's basically the same developer making the new game, it's just that Victory game is now in the BioWare RPG/RTS/MMO developement division.
