There's something he's not telling us. I refuse to believe (even though it is perfectly possible) that BioWare has gone full retard and decided to not rehire M.B when they've rehired EVERYONE ELSE, in addition to the character being vastly popular.
The way I see it, the only logical reason for all this is that he made a request they had to refuse, or that they made an offer he had to refuse, or that he's trying to cash in on the character's popularity and our anticipation for his return, or he's actually been hired a long time ago but he's intentionally misleading and sweating us as some kind of sinister practical joke that BW's in on to create buzz, considering that Mordin one of ME2's most memorable elements and likely one that a casual fan is likely to remember and look back at with fond memories.

I don't know if this is the case here but I remember an interview with Billy West (
Futurama) where he was talking about voice over work. He spoke about often being cast for multiple roles in a single movie or show but all it takes is one big name like Eddie Murphy or John Travolta to come in and shrink the VO budget down considerably. I remember him saying that whenever he gets bigger movies with a big star in it his pay check is always on the smaller side no matter how many roles he has because one person with a famous name comes in to just do their normal voice.
Maybe something like that happened here and the Mass Effect team simply ran out of money for VO work and they couldn't get their budget expanded so they had to pay someone else to pull double duty. I'm sure Mass Effect 3 had a good sized budget to start with but it's not like a company will dump unlimited funds into a single project.
