This really doesn't seem like Bioware. At best both parties are equally responsible, but usually in situations like this actors just ask for more money than the developer thinks their voice acting/character is worth (and they usually have a better idea of how valuable it is, since they are the ones making the game). Beattie had a great role, and instead of taking the money that was offered to him and having the privilege to play Mordin again in the final Mass Effect game, it seems like he chose to roll the dice on holding out for more. Obviously the gambit didn't pay off, thus you have the current situation. Again, a bit of assumption on my part, but really what else could it be. As people have said, his voice acting was very well received, so it's not like Bioware would want to replace him. His role just isn't large enough in ME3 to justify them paying a large amount for him. He is not on the AAA level of value as Meer/Sheen/Hale, or the AA value of Hillis/any main squadmate in ME3's voice actor. He is a single A for ME3, much like Jack's voice actor or any other of the squadmates like Thane who will be reduced to cameos or single mission companions.
