When it comes to squadmembers, Bioware makes a brand new model regardless. Legion has a brand new model (with brand new animations for his flaps) as does Samara and Grunt - despite the fact that they could have reused the ME1. Or even Tali, Garrus and Liara. Anyway, if it was a Batarian, they would have made new models for that character too. And you are correct that Hanar or Volus animations would be even more difficult.

While there is a line between laziness and necessity there is a reason for it cheeze. Time constraints, budget, character design all play into this trope.
For example lets say you give a character a very outlandish and complicated costume and hair design. That takes time and energy to create, and you have to draw that same character constantly over a long period of time (especially in animation). Making the face simple is one "shortcut" to help ease the burden on time, energy, you get the idea.
Now if I remember correctly you are an artist so you should understand this somewhat. When a manga is being made the mangaka does most of the art herself and by herself. Any assistance she recieves will usually be filling in the background, lines, and at the most extreme background characters.
Its not a simple issue.
Complexity is not necessary for variation. Here, I'll prove it in my own failtacular fashion:

Little variation in character design shows a lack of creativity/attention to detail, fear of "doing or it wrong," or that the artist is "stuck" on one way of doing things.
The "shortcut" is by no means evil, and it's a timesaver, but it's a lame one since you CAN achieve variety even IF your art style is minimal.

Do you know what "appeal" means? Do you know that attempting to appeal to a demographic can happen *gasp* after the game begins? Humor me. Imagine a GOW fan who has never had any interest in Mass Effect sees the impressive GOW-esque ME3 trailers and the semblance of coherent multiplayer and decides he'll try it out. Imagine he thinks it's alright but his favorite character is Vega because Vega is a badass with a cool haircut and Kong biceps. Now imagine he likes the game more because that character is in it. Imagine that GOW fan is 50,000 GOW fans who want to play the game more.
See, I could imagine if I said he was a main marketing ploy to get GOW fans and you're still not getting this, but I didn't. I said he's there to appeal to ones that already didn't care for Mass Effect and possibly make them like it that much more.
This is the part where you don't read any of this and still claim that I think he's BioWare's advertisement ace-in-the-hole.
Well, yeah, okay that kinda makes sense. I maintain that not all Gears fans live up to the 'dudebro' stereotype (not a fan personally, but I know a chap who is absolutely in love with the series and he's one of the mildest people you could meet) but I see what you're saying. If you think thats the reason Bioware made Vega the way he is then I still think you're being ridiculous, but I kinda agree that GoW fans may take a liking to him.
