I think I may be one of the few people who prefer the Tempest to the Locust

I just like how the Tempest feels, I guess the Locust is nice if you mainly rely on a Sniper or something, but if you have a competent trigger finger and/or an Assault Rifle, the Tempest is just so good.

Oh the Tempest is certainly good enough on its own. A Vanguard with AR training and Vindicator plus Eviscerator/GPS and Tempest can deal a LOT of damage on both distance and close-up.

It's just that with most playstyles, the Locust does more or less perfectly substitute as assault rifle and people then take the SG training outright for more close-up damage.

If I have an assault rifle, it doesn't matter what SMG I have.

I don't mind the Tempest.

I vastly prefer the Tempest myself as well. It is accurate enough mid to long range if you tap the fire button, and up close (holding down the fire button) it is a beast, whereas the Locust is rather poor up close.

Of course, the Tempest wins hands down if feel and sound matter. It feels and sounds like your are ripping through space-time. Most satisfying gun in the entire game to hold down the fire button with IMO, though I am now finally playing a soldier and will soon have the Revenant.

I prefer the Tempest over the Locust myself. The Locust is good since it is more accurate, but if you know how to use the Tempest it is IMO more powerful and fun to use...and I don't really use SMG's for long range combat. Powers, pistols or if I pick up an assault or sniper rifle are for that.

I actually prefer the Shuriken over all of the SMGs especially for the Infiltrator with the weapons damage boost from cloaking. Its not too powerful on its own but it is very good at inflicting ammo power effects, especially cryo ammo which is my favorite.

I'm in the middle of my first adept play through and yeah the class powers are amazingly strong.  But on topic the Locust is great all around weapon.  Its not the best any one thing but it will always be effective.  So yes it fills the same role as an AR and becomes kinda redundant if you take AR trainning.  I did that personally so I swapped the Locust for the Tempest (still debating on what AR to use, GPR or one of the battle rifles ><).  Although honestly, I switched to the Tempest as soon as I picked it up, even with its poorer accuracy at mid range, I like the idea of having ~700 rounds of ammuntion for a single weapon.

I prefer the Shuriken(sp?) myself. I believe the Locust is superior though from a power gaming point of view. If I used Cryo Ammo more the Shuriken would have a viable case. I never really got into the Tempest it sounds cool though.

As an Adept, I found the Sniper Rifles useful. There is a range limit to biotics, both a hard limit and a practical limit.

Having the Heavy Pistol and SMG meant I didn't really need another mid-range full auto weapon.

The Tempest is the more specialized weapon. It's extremely weak at range and against enemies with heavy Armor. It's best if you have either Incinerate/Reave/Warp or a Sniper Rifle to complement the Tempest - which is why the Tempest is the top choice for an Infiltrator.

But if you're going to play the entire game using only one gun, there are hardly better choices than the Locust. It's all-purpose. Very good at everything, not outstanding at anything. If you like swapping your weapons often and use a different one for each particular situation, use the Tempest.

This. My Infiltrator would basically swap between her Widow and Tempest.

I prefer the tempest on adept. I use my powers for long range and the tempest is good for up close defense stripping followed by a throw to put enemies back to where i want them.

Sure, I could use team members for stripping, etc., but the few times I misjudge, it's good to have something that will strip d. and let me use powers.

The only issue I have with Tempest is when I usually get it. I have the locust early, ie before Horizon, and I usually do Tali post Collector Ship, and more often now I have Shotgun training. I know the Tempest is good up close, I use it as an alt-shotgun on Vanguards, but Shotguns generally are better up close. So by the time I get the Tempest I have a better up close gun and I want distance which the Locust does better. When I take AR or SR training then the Tempest becomes more important because I want that close to mid-range stopping power and there the Tempest excels. If the gun was available earlier I would probably use it more, it was once a integral part of my team and still is on most Squadmates.

I find the Shuriken deals death to a single target in cqc quicker than either of the other two.  I love the Shuriken for all the same reason's Tony Gunslinger found here.

I remember reading this topic last month :)

I would say for how I play the game I like the Tempest better, but like many above it is because I am using something other than an SMG for range. But I do get good use out of the Locust early game.

With me it is kind of a situational thing depending on what I am doing that playthrough in terms of play style and in terms of what role I want my SMG to take. It largely depends on what I choose to take on as extra weapon training on the Collector Ship. If I grab assault rifle training then I go with the tempest since it is the better short range weapon but if I don't pick up assault rifle training than I go with the logust since it can fill the role of a mid range weapon quite adequately. I guess what I love about the locust is the versatility of the gun. Allows me to explore different weapon options when I hit the collector ship with the different non-soldier classes.

I can't decide I have tried both multiple times and I am still torn. Tempest is awesome in many situations but if you are not in your foes grill it is not very good.Is Locust good for ammo proc?

Locust is great for ammo proc.
As for the Tempest, you have to fire in short bursts unless you are up close. I do not recommend holding down the trigger of the Tempest.

Unless your unloading into a YMIR or Geth Prime or similarly sized enemy of course.

I prefer the Tempest on Sniper classes, but the Locust is probably superior for classes without a long range weapon.

It is reasonably capable of headshots at a decent range when you are docked in cover and use controlled bursts. At short range it eats shields.
