If I were to purchase DA:O today, would the registration code still give me a Blood Dragon Armor in Mass Effect 2? Just wondering (I play PC by the way).

Yes. I received my copy of Dragon Age: Origins - Ultimate Edition yesterday and redeemed this code, even though it says the code expires July 30, 2011. I guess it didn't expire. But what did expire was the code for unlocking the downloadable content (The Stone Prisoner, Warden's Keep, etc). Why would a code for the content of the game that was actually bought expire, but the code to another game didn't? That's really unfortunate and frustrating.

Contact EA Support (most convinient way IMO is via chat for faster service) and tell them the situation. They should be able to provide you a new code after you register the game and link it with your X-Box / PS3 account name.

I just bought DA:O ultimate edition new for xbox 360 and it didn't come with a redeem code for the blood dragon armor in ME2. Tried going to a link provided in another thread to the EA support chat and it just redirected me to the EA help center. Even tried the "Email Us" at the bottom of this page and it just sends me to the help center again, any advice?

Yep. I, like a few of the above posters, bought the Ultimate Edition using Christmas money and it worked.
