Yes. And if she's going to dress goofy, have it fit her character. Even people who "don't care how they look" dress how they do for a reason. Also, like others have mentioned in this thread, have variety in your women, and give them the same respect you give your men.
DA2 did this remarkably well--check out Isabela and Aveline. Not only are they polar opposites (good character variety!), but their appearances reflect that (good character design!).
I don't know about you but I think Bioware did succeed with those female characers in ME2. Hell with Samara her appearance wasn't constantly talked about like it was with Miranda or Jack. With those 2 it wasn't even what defined them.
Jack and Sam, yes. Miranda, no, for the pin-up treatment I mentioned above.
Although the problem with this some people who are heavily against sexualization would likely not care much about the character since they assume due to her appearance she is very shallow which is a big mistake.
Which is their fault, but it's also the game's fault. In a primarily visual medium like video games, it's really important that how a character looks reflects who they are, unless you're working the "don't judge a book by its cover" angle.
A woman who is practical and wanted to be taken seriously would dress as such. Hence the problem with Miranda. And that was the problem with Ash before she got her armor--being combat-ready was important to her, and she wouldn't go back on that, even if she was okay with looking awesome-hot off the battlefield.
