I believe you mean FemShep's armor. Because that's exactly what it is.
I don't think a lot people realize they just copy & pasted FemShep's N7 armor. So it's nothing we haven't seen before, not sure what the big surprise is.

At least Tela Vasir's armor was unique, this is just a lazy re-skin.

Also, both are based on armors from the first game that got cut, but can be accessed on PC using the dev console.  Eventually, a couple variants showed up in Pinnacle Station on NPCs.

Because blue = that armor apparently.

It is highly likely that all of her looks were redesigned for ME3, as were Kaidan's.

It's also the same armor that Liara wears in the opening of ME2 (abit in a different color), provided you romanced her in ME1.
