I believe you mean FemShep's armor. Because that's exactly what it is.
I don't think a lot people realize they just copy & pasted FemShep's N7 armor. So it's nothing we haven't seen before, not sure what the big surprise is.
At least Tela Vasir's armor was unique, this is just a lazy re-skin.

It is highly likely that all of her looks were redesigned for ME3, as were Kaidan's.
