I have posted another thread with the same problem, and am hoping to get some more clarification again.

Im a City Elf, mage, and Im at the landsmeet part, the Arl is in Denerim, I have talked to the queen.  Unrest in the Alienage is my current quest, and I have done/talked to everyone/everything I can.  The only speech options with the Denerim Arl (Teamon?)  is "I should get back to work."  And yet the alienage is still closed to me.

What must I do?  Could this possibly be a bug?

I've been there, but I don't know if I had that bug. I don't believe I had to talk to the Arl about that, I just went into the Alienage. Are you sure you can't get in? If so, reload last save, I guess.
