Which is to say, rather, that this is the same issue as the big honkin' one that everybody seems to have: the communication/timeout error.
I originally purchased the game during Steam's 75% off sale and decided to spend the extra money to get the DLC. After making the purchase I took all my codes and redeemed them here, downloading the DLCs and installing them. After everything was installed, I fired up the game and tried connecting to the Cerberus Network.
No dice.
Confused, I browsed the forums and called EA Support (repeatedly). Having now blown two hours, four EA Support reps, and an outsourced Indian out of my life, I still cannot connect despite everything we've all looked at. Here's a list of what I've tried so far:
-Turning off Auto-Login
-Disabling ECN
-Disabling UAC
-Forwarding Ports
-Disabling Firewalls
-Using the Config Application
-Running the game as an Administrator
-Running the Launcher as an Adminsitrator (and then the game)
-Deleting files outright
Try as I might, none of these work. Is there something I missed that fell through the cracks? Is this just going to require more desparate measures? Any help or advice would be appreciated.

I can't access the cerberus DLC on the playstation either. I bought it from the PSN new and it came with the cerberus pack as a second download. on my fourth indian service rep now... no help whatsoever

This is the PC tech forum, not a console forum. I've never experienced the problem, myself, but I always play logged out. If Bogs was around, he might have something for the first of the pair of you, but he's been missing the past five days.

The only other thing I could possibly suggest to try these steps;
- Disable autologin
- Delete the Player1.prf file located under My Documents\\Bioware\\Mass Effect 2\\Biogame\\Profile
- Browse to the install directory, right click on masseffect2.exe and set to run in XP compatibility mode, and with admin priviliges
- Make sure ECN is disabled
- Launch the game, and attempt to connect
- Disable autologin
- Delete the Player1.prf file located under My Documents\\Bioware\\Mass Effect 2\\Biogame\\Profile
- Browse to the install directory, right click on masseffect2.exe and set to run in XP compatibility mode, and with admin priviliges
- Make sure ECN is disabled
- Launch the game, and attempt to connect
