I love the ME3 soundtrack, but I would've enjoyed more melodies from the first two games mixed in as well. The Mass Effect theme and Shepard's theme were oddly absent. Having more of previous melodies would've been nice.
Would Hans Zimmer been better for the soundtrack?

A lot of the tracks sound like the best music Tangerine Dream hasn't composed, or covers of early Tangerine Dream material. But considering that ME is based largely on Babylon 5, whose music was written by Chris Franke who used to be with Tangerine Dream, I'm not surprised. The track called Shepard's Return sounds too much like TRON Legacy. All that being said, I really enjoyed the soundtracks, especially the ME2 DLC tracks and all the ME3 music.

Is it me or did playing "Surface of The Sun" while quietly stalking to the ending decision of the Crucible matches up? Somehow I managed to get is perfectly right to match it with the music. It made the scene even more intense (especially the following cutscene).

As a fan of Williams I would say that he is probably one of the most versatile Film composers out there. (Hermann, Goldsmith and a few others would go on that list) So I would respectfully disagree with your commentary but then again, I of late find that most current film composers to be uninteresting to say the least. Some of the more common criticisms of Films scoring from the prievious eras is: It forces the audience how to feel or that it's "overbearing". To me those critques are pretty trite since the score of a film is a means to enhance the journey of watching a film. (unless you elect to not a have one for one reason or another)
Back on Topic: As I said before, Hans Zimmer does work for the ME series and honestly he (and RCP) gets more work than they should be getting. Scores have gotten too bland over the past few years.

Hans Zimmer is a master at soundtracks, but I'm not sure how well he would have done ME3's soundtrack in a form thats true to the series/we would have liked(Dark Knight/Inception-like songs doesnt fit ME3 in my opinion)....
But I dont think we'll ever know until we hear a Mass Effect song composed by him. xP

It's all about your personal taste. Some say Hans Zimmer is better and some say Clint Mansell is better. Personally I have enjoyed more work of Hans Zimmer than Clint Mansell.

Zimmer is good. He's actually my favorite.
However Clint M. only did 2 songs for ME3 AND I really don't see how it would have made that much of a difference to have HZ.
