So I'm recently transfering between Xbox to PC and I have a question about Gibbed's Save Editor.
How much can you actually change using it?
For example, I don't want to buy ME1 again, so is it possible to use the Editor to choose each decision? (mini and big missions)
Can I load a game, then change it so "in" ME1 I was fully paragon?
Thanks

This is the one I use, and it will do a bunch of stuff, like allowing you to modify certain ME1 decisions change love interests how Garrus thinks of C-Sec, Wrex being alive, etc. It can't/doesn't have flags for every decision in ME1 and therefore it may or may not cause issues in ME3, as there aren't any hard evidence that a save modified will work since the game isn't out yet. People have said there might be a secret cache of hidden flags that are saved "somewhere" that you can't see with the editor, but personally I don't believe it and think the editor will allow you to create a game save in ME2 that isn't any different from an ME1 import. I generally start a ME1 import and then modify the flags I want so I get a character that looks like one I played earlier but has different decisions.
I have been using the editor for a long time and so far no issues as long as you read the warnings and don't set too many conflicting flags, oh and save in the correct format.
