Isn't he thought of as the most 'meh' character in the series? I quite liked his no-nonsense, soldierly attitude. A refreshing change onboard the SSV I-Have-Issues. His romance is pure lolz but really all the romances are quite cringeworthy at times...

If that's list is true, then I find it somewhat surprising that the Tali/Garrus romances are only available if you started the romance back in ME2 - one would think that if the VS and Liara (who were in the squad in the first game) can 
receive new romances for ME3 if they weren't romanced back in ME1, then you'd be able to do the same with Tali and Garrus (since they were also in Shepard's team from ME1 and ME2).

I suppose perhaps it might be a matter of only so much romantic content fitting into the game (obviously), though why the heck they'd bring Kelly back is beyond me....
