Um, no, they both do. And they will play. If they didn't say anything, then it was either a glitch, or you didn't pick the right dialogue option. For "keep the base" squaddies, you must pick the "This place is an abomination." option. For "destroy the base" ones, you have to pick "You think it can help?" one. Jack and Jacob are both in the latter category, and Jacob takes priority over Jack. The exception is Miranda: she's at the top of the "keep it" list, but she actually agrees with Shep that it's not a good idea.
Wait, so to hear their dialogues I have to think about keeping the base? Aaaaaaaargh.

Yeah, that happened with my first run and I was convinced that my choice was correct, untill I ended up losing Tali. Tried it several times (while picking samara as second team leader) before it struck me that I should substitute her lol!Bleachrude wrote...

Take Thane and Tali when fighting human reaper(tali got 2nd highest chance to die holding the line). Choose Samara to keep the barrier and select Jack to go with you. shockwave is most effective against husks. Both Garrus and Miranda are the best to lead fire teams.
Well Miranda isnt always the best option. She can die if you dont have the correct people holding the line and stuffz.
But I really agree with everything else, technically what I did.

Mordin - he sometimes dies if he's in the final group, and as a biology expert I felt he'd be able to help out injured crewmembers with the help of Dr Chakwas.

Jack - felt as though she needed a chance. I also felt it was fitting that Miranda was in the squad she was protecting.

Garrus ALWAYS goes to the human reaper with me and the 2nd person varies by whatever mood I'm in, but I ALWAYS leave Grunt and Zaeed to hold the line.

Legion. I didn't want to risk Tali, and I havn't got Kasumi. Besides he's like 1000 VI in one package, I think he's a damn awesome specialist.

Mordin. I realized he was the weakest link, so I sent him back eliminating the chance of him dying holding the line.
