I always thought the game was somewhat bugged in that regard. It happened a lot with Neural Shock for me. You strip away defenses, use Neural Shock, then enemy turns red and acts like nothing happened. Basically they act as, if their defenses were still active. Powers manage to interupt/stagger them for a second, but you don't get the effect you are supposed to get on unprotected targets (paralasys/ragdoll/knockdown/etc...).

I just got killed at Object Rho b/c an YMIR walked right through my Stasis and hit me out of cover with a damn rocket (it was even doing that weird Leo DaVinci pose that happens when Stasis bugs badly). I was stunlocked with my cooldown still in effect, so I got killed before I could medi-gel. So dumb.

Claymore.
I play Soldier, and I choose Claymore.
For long range, any sniper rifle will do.
For medium range, Vindicator works just as well, nearly as good as revenant..
But sometimes you will have this kind of situation:
You've been busy picking off enemies at long range and mid range, and somehow you screws up, somehow the Harbinger drone managed to sneak up on you, and now he's just right around the corner, near point blank range and is totally undamaged. What to do here? He's right on top of you and you need to kill him NOW. Really you just don't have time to pop out of cover and try to pile up damage using an assault rifle? And no way you can aim your sniper rifle at the harbinger's head at near point blank range. You need a gun that delivers highest possible damage in one shot thus can insta kill, at point blank, and without need for precise aiming.
For me at least Claymore is the only gun that answers that challenge.
Either this, or use the flame thrower heavy weapon. I prefer Claymore.
Better to have it and not need it, than to need it and not have it.

Old, classic thread on Vanguards. It is interesting seeing what I said back then, especially regarding reload canceling.
Claymore is a fun gun in ME2, it is definitely better on Vanguard than on Soldier though. The thing I don't like about it on Soldier is that you can't reload under Adrenaline Rush, so consider running Heightened instead of Hardened for more damage and less duration.

For sequential take downs (or big game) the Claymore certainly is king. However, I find it harder (even with reload cancellation) to take down small groups of enemies with the Claymore (as a Vanguard).
