I think what it does is flag all classes as not giving a penalty for multiclassing, the way prestige classes are. It should work. You will probably need to right-click on the file and go to "save as" though since by default it will probably open in your browser.

Hmm, weird, I didn't test that 2da or anything but I would have thought that setting all the XPPenalty values to 0 would have worked. It might just be one of those things, though (i.e. those things which appear to do something, but don't, usually because they are left over from NWN1).

i take this back.....i think it may work, however i might have something in the override folder that takes precedence over it. is that possible? like the kaedrin's stuff?

Yes, Kaedrin uses classes.2da in his Override->Core 2da directory.
Find it, copy it, back one up (rename), then go down the XPPenalty column changing all values to 0.

thanks a lot, guys. that did it. same with the ECL remover, too. but that might be pushing it. LOL.
