Here's what I realized after the Deux Ex: Human Revolution soundtrack. That second, "full" release? That's a whole 'nother project. It takes months to take music that's been composed and structured for an interactive audio system and adapt it for a soundtrack release.
Ever notice how the tracks on Mass Effect 2 are sometimes 9:00 or so? Those tracks are careful blends of all those 1-3 min. looping and transitioning components. It takes a lot of work, and again, in the case of Mass Effect 2, the individual segments alone would not be enjoyable listening material, but when sensibly blended together, just as the game's real-time audio system did, you've got something great.
I never got the Collector's Edition of Mass Effect 2, but I'd bet its partial soundtrack contained more of the cinematic cues. Thinking about Mass Effect 3's Collector's Editon, I consider it a perk to have part of the soundtrack release early! It'll certainly get a lot of airtime in my headphones…
