How do I get into the room with the Judge? The door is locked and can't be broken down - is there a key somewhere for it?

Your character IS the judge.
To get into the Chamber of Judgement, where the Guardian Spirit is, you'll need a key that can be found in a chest. Once you've done that, she'll give you a key that allows access to the chambers of the two brothers.
