My Xbox recently recieved the red ring of death and I sent it off for repair and when I got it back and inserted the Mass Effect 2 disc the only option is New Game. Are all of my previous playthroughs and characters gone? Are they on the hard drive still? I've played throught Mass Effect 1 and 2 multiple times with four different characters and I was looking forward to the payoff in Mass Effect 3.

(1) When you sent your 360 away did you send anything with it? I.e., the HDD. (You're not supposed to send anything else except for the base console.) There's a risk the HDD could have been lost or something along those lines.
(2) Can you not check the HDD itself to see what you have saved on it? That seems to be the easiest way to check. (On that note I would also suggest you check to see if the HDD is installed properly; it might just be a loose connection.) You'll have to go to the memory options in the dashboard.

I only sent the console and keep the hard drive as instructed. The hard drive seems to be connected but when I look on the hard drive it doesn't show anything for any of the games I played before the problem occurred.

Hm...odd. To me that seems to suggest that you are able to access your HDD, which also means that the console itself recognizes that a HDD is connected to it; and yet you can't find any saves for the games.
It doesn't sound as if anything is wrong with your console, but given what you just stated regarding your HDD it seems the problem lies there. This is the official guide to attaching a HDD to the console, and while it should be a no-brainer it can't hurt to check if something is amiss.
Come to think of it, do you get the select storage device when starting to play a game? (That would also show that the console recognizes the HDD.) What I fear the most in your case is that somewhere along the line your saves have been deleted somehow; so I'm still clasping onto the hope that it's just a connection problem.

I started to download the add ons again and what I find most curious is the fact that if all of my saved info isn't there why does the hard drive only have 4.2 GB Free out of 13.9 GB available. I've not yet tried to start a new game.

That sort of expertise lies beyond my knowledge. It might be worth throwing the question out on a general forum to see if anyone else has any insight into such a problem. At this point it is no longer really a game tech problem but a console one.
My gut reaction would be a partitioning thing, though that's odd in of itself on the 360.
The other thing is, are you still using the same Gamertag? It's a long shot but also worth noting after a bit of thought. (I'm thinking that if you use a non-adult Gamertag, one without control access, then the stuff on the HDD might not show up but it will if using the Gamertag with those privileges.)
