The "is it a sequel?" question is a red herring. It's got the number "2" on the box, it's enough of a sequel. Quite frankly, you don't need to compare it to Origins to find Dragon Age 2 an inferior game.
I believe that, regardless of the overall quality of DA2, the game is more like a step sideways from DA:O than a step formula. It takes DA:O and changes it so much that many of DA2's features are in opposition to the original game. A Voiced X Silent Protagonist; a Stat-based strategy combat X A bad strategy combat on Nightmare or a more action based combat on every other difficulty; the scale of the story and etcetera.
Its a sequel, but not to the spiritual successor of Baldur's Gate. Rather some theoretical game that attempts to appeal to every RPG segment while largely ignoring the original niche. It simply doesn't feel like a sequel.
What pointer BioWare should take from Skyrim and Witcher is that people want games to be their own thing. Stop sacrificing genres in order to sell more.
